Particular attention is paid to the medical rehabilitation of victims at the scene. One of the key aspects of medical and sanitary support during terrorist attacks is careful planning and preparation. Modern mobile applications and platforms can significantly improve the coordination and interaction between medical services and victims. The materials help medical students understand modern approaches to medical support during terrorist threats. Objective. The purpose of this research work is to analyze modern methods of medical and sanitary support during terrorist attacks. Materials and methods. To write this paper, various articles devoted to the study of medical care in terrorist attacks were studied. Conclusion. Modern methods of medical and sanitary support allow to minimize the consequences of terrorist attacks and provide effective medical care to victims. Terrorist attacks pose a serious threat to public safety and public health. In the modern world, when terrorist threats are becoming more frequent and diverse, it is important to have effective methods of health care to minimize the consequences of such incidents. This paper examines modern approaches and methods of health care during terrorist attacks, including the organization of medical care, the use of modern technologies and the training of medical personnel. &lt;br /&gt;Objective. To analyze modern methods of health care during terrorist attacks. &lt;br /&gt;Materials and methods of research. This study is theoretical. Various articles devoted to the study of modern methods of health care during terrorist attacks were studied. Methods for increasing the effectiveness of medical care for victims have been developed. &lt;br /&gt;"Terrorism is an ideology of violence and the practice of influencing decision-making by government bodies, public authorities of federal territories, local governments or international organizations associated with intimidation of the population and (or) other forms of illegal violent actions; A terrorist act is an explosion, arson or other actions that frighten the population and create a danger of death, causing significant property damage or other serious consequences, in order to destabilize the activities of government bodies or international organizations or influence their decision-making, as well as a threat to commit these actions for the same purposes"&lt;br /&gt;A high "yellow" level of terrorist threat has been introduced in the Belgorod Region; it has been in effect since February 4, 2023 indefinitely. Law enforcement agencies, government bodies of the Belgorod Region, and local governments are taking the necessary additional measures aimed at ensuring the safety of the individual, society and the state. Residents of our region face emergency situations every day, and knowledge of modern methods of medical care helps them in their everyday lives&lt;br /&gt;The issues of providing medical care to victims of terrorist attacks are an interdisciplinary problem and unite the fields of psychology, psychiatry, emergency surgery and therapy. First of all, this is due to the complexity of the impact on the victims occurring in this situation. In this case, a three-stage system is generally accepted at the place of medical care: directly on site; in hospital; rehabilitation [1].&lt;br /&gt;At the first stage of medical care, as a rule, acute stress reaction is detected in victims, their relatives and witnesses in 56% of cases. Most often, this manifested itself clinically as fear, hysterical reaction and crying, as well as a feeling of depression, hopelessness, despair, which worsened in the event of a repeat of the terrorist attack. Acute stress reaction is a disorder that develops in response to unusual physical or mental stress against the background of mental health and, as a rule, subsides after a few hours or days [2].&lt;br /&gt;First of all, victims need to be provided with psychotherapeutic assistance to resolve the psychological conflict caused by the discrepancy between the current circumstances of the external world and the internal needs of the individual. All body systems are mobilized to combat external aggressive factors. When the real threat disappears, the reactivity of the autonomic system remains at the same level, which is a pathology in peacetime. This is due to strong irritation of the central nervous system and the formation of a dominant (fixation on a stressful event occurs). The use of pharmacological drugs in such patients should only be of an auxiliary nature. The main therapeutic measure is psychotherapy [3]. At the second stage, assistance is provided in a hospital setting. Psychologists accompany relatives to the intensive care unit and when identifying the bodies of the deceased. During the placement of victims in a hospital, differentiated hospitalization is used [1].&lt;br /&gt;The third stage is the provision of prolonged psychopharmacological assistance to the victims who are in the hospital, as well as their relatives.&lt;br /&gt;The following methods are included in the provision of assistance:&lt;br /&gt;- active listening techniques;&lt;br /&gt;- psychological support;&lt;br /&gt;- rational therapy;&lt;br /&gt;- emotional ventilation technique;&lt;br /&gt;- breathing techniques.&lt;br /&gt;Then an assessment of the psychological state of the specialists of the territorial center for disaster medicine who participated in the elimination of the medical and sanitary consequences of the terrorist attack is made in order to prevent the development of post-traumatic stress disorder.&lt;br /&gt;1. Organization of medical care during terrorist attacks&lt;br /&gt;1.1. Planning and preparation&lt;br /&gt;One of the key aspects of medical and sanitary support during terrorist attacks is careful planning and preparation. This includes:&lt;br /&gt; Development of response plans: Creation of detailed action plans in case of terrorist attacks, including evacuation, triage and first aid.&lt;br /&gt; Personnel training: Regular training of medical personnel and rescuers in methods of providing assistance in the event of terrorist attacks.&lt;br /&gt; Creating reserves: Ensuring the availability of necessary medical supplies, equipment and materials to provide assistance to a large number of victims.&lt;br /&gt;1.2. Coordination and interaction&lt;br /&gt;Effective coordination and interaction between different services and organizations is critical to a successful response to terrorist attacks. This includes:&lt;br /&gt; Creating a single command center;&lt;br /&gt; Interacting with law enforcement agencies;&lt;br /&gt; Communicating with the public.&lt;br /&gt;2. Using modern technologies&lt;br /&gt;2.1. Telemedicine&lt;br /&gt;Telemedicine allows for the provision of medical care at a distance, which is especially important in the event of terrorist attacks, when access to medical facilities may be limited. This includes:&lt;br /&gt; Video consultations;&lt;br /&gt; Condition monitoring.&lt;br /&gt;2.2. Mobile applications and platforms&lt;br /&gt;Modern mobile applications and platforms can significantly improve the coordination and interaction between medical services and victims. This includes:&lt;br /&gt; Triage applications: Using mobile applications for fast and accurate triage of victims.&lt;br /&gt; Information Sharing Platforms: Creating platforms for sharing information between health services, law enforcement, and the public.&lt;br /&gt;2.3. Robotics and Drones&lt;br /&gt;The use of robotics and drones can significantly improve the efficiency and safety of health care during a terrorist incident. This includes:&lt;br /&gt; Evacuation Robots: Using robots to evacuate casualties from hazardous areas.&lt;br /&gt; Monitoring Drones: Using drones to monitor the scene and assess the extent of damage.&lt;br /&gt;3. Healthcare Personnel Training&lt;br /&gt;3.1. Training and Drills&lt;br /&gt;Regular training and drills for health care personnel are critical to an effective response to a terrorist incident. This includes:&lt;br /&gt; Simulations and Exercises: Conducting regular simulations and drills to practice skills in responding to a terrorist incident.&lt;br /&gt; Specialized Skills Training: Training health care personnel in specialized skills, such as responding to explosions, chemical attacks, and other types of terrorist threats.&lt;br /&gt;3.2. Psychological Preparation&lt;br /&gt;Psychological preparation of medical personnel also plays an important role in ensuring an effective response to terrorist attacks.&lt;br /&gt;This includes:&lt;br /&gt; Psychological Support: Providing psychological support to medical personnel to reduce stress levels and prevent emotional burnout.&lt;br /&gt; Stress Management Training: Training medical personnel in stress management and emotional regulation skills.&lt;br /&gt;4. International Cooperation&lt;br /&gt;4.1. Exchange of Experience and Knowledge&lt;br /&gt;International cooperation and the exchange of experience and knowledge between countries and organizations can significantly improve medical support during terrorist attacks. This includes:&lt;br /&gt; International Conferences and Seminars: Holding international conferences and seminars to exchange experience and knowledge in the field of medical support during terrorist attacks.&lt;br /&gt; Joint Exercises and Training: Conducting joint exercises and training with the participation of medical services from different countries to practice interaction and coordination skills.&lt;br /&gt;4.2. Joint Research and Development&lt;br /&gt;Joint research and development in the field of health care in terrorist incidents can contribute to the development of new methods and technologies to improve the response to such incidents. This includes:&lt;br /&gt; Telemedicine research: Development of new telemedicine technologies and methods to improve the delivery of health care at a distance.&lt;br /&gt; Development of new drugs and equipment: Joint research and development of new drugs and equipment to provide care to victims of terrorist incidents.&lt;br /&gt;Conclusion. Modern methods of health care in terrorist incidents include careful planning and preparation, effective coordination and communication, the use of modern technologies, training of medical personnel and international cooperation. These methods can minimize the impact of terrorist attacks and provide effective medical care to victims.
