Before the creation of the International Society of Disaster Medicine (ISDM) in 1975 in </em><em>Geneva, people did not have enough information about the organization and o</em><em>peration of various subsystems.</em></p> <p><em>The health care system was actively developing in various fields, an</em><em>d active scientific research </em><em>conducted in the areas of emer</em><em>gency medical care, evacuation of victims and their treatment. It is also worth noting the gradual development of algorithms for providing assistance in the presence of life-threatening conditions in victims, such as external bleeding, cardiac arrest, etc.</em></p> <p><em>All these developments have created a solid framework for a modern medical evacuation system in Russia.</em></p> <p><em>Currently, the topic of MES</em><em> is widely studied at all levels and is of increasing inte</em><em>rest to medical and preventive institutions. Each medical institution strives to develop its own measures to provide emergency care in conditions of mass admission, since all hospitals have different possibilities for receiving and examining victims in an </em><em>emergency</em><em>. A pre-organized LEO process in healthcare institutions makes their work during an emergency more efficient and</em><em> operational, because all health care providers already know the procedure for each formation.
