The development and approval of voluntary certification systems is carried out for the purpose of organizing, monitoring and conducting an independent and qualified assessment of the quality of health services. Interaction between certification bodies and institutions (organizations) is based on voluntary declarative basis, within the rules of functioning, approved for each system.

The phrase - the Territorial Doctor program began to appear even more often in different mass media. It is explained by relevance of a subject which infringes on the vital interests of inhabitants of the rural remote place. The materials opening an essence, the purpose, tasks and results of implementation of the Territorial Doctor program during 2012-2017 are presented in article.

The authors explored the issues of the mandatory health insurance premiums and offered a management mechanism of co-payments made by ablebodied adult unemployed citizens (AAUC) in the case of a decision on introducing such co-payments. This decision would entail not only changes in MHI regulations, but it would change the mechanism of exercising medical services in the scope of the territorial programs of state-guaranteed free medical assistance to the citizens with the necessity to differentiate the access of AAUC to health services depending on their co-payments. In several previous publications the authors described in detail the MHI territorial model concept which includes co-payments made by AAUC based on the use of a binary MHI policy as primary identifier in the system of MHI. However, the co-payment management mechanism set out in them requires clarification in connection with the change of the premiums payment procedure in the MHI system dated 2017.

The Article is devoted to analysis of the work of the public organization "Association of workers of health of the Voronezh region" in the framework of cooperation with the Department of health of the Voronezh region, the Federal state budgetary educational institution of higher professional education "Voronezh state medical University named after N. N. Burdenko" Ministry of health of the Russian Federation, Territorial tax Fund of obligatory medical insurance of the Voronezh region.

In article experience of realization of information resource of the compulsory health insurance Territorial fund of the Voronezh region intended for automation of process of information escort of the persons insured in the sphere of obligatory medical insurance when rendering medical care to them is stated. Features of this information resource, function of a patsiyentooriyentirovannost are noted. The got experience can be used in practice of creation of medical information systems, improvement of quality of the provided medical care to the insured citizens.

Представлены подходы и формы участия страховых медицинских организаций в построении пациент-ориентированного здравоохранения на примере АО «Страховая Компания «СОГАЗ-Мед». По результатам анализа научных публикаций и законодательных документов выделены основные направления становления пациент-ориентированного здравоохранения. При этом, акцентируется внимание на таких основополагающих для развития пациент-ориентированной культуры аспектах как формализованная миссия, ценности, принципы работы страховой медицинской организации, юридической поддержке застрахованных лиц, системы сбора обратной связи от пациентов и других инструментах формирования пациент-ориентированных подходов в здравоохранении.

The main message of this article is to share the experience of The Belgorod regional compulsory health insurance Fund in implementing the systems of quality monitoring and quality management of medical care at the regional level in 2011-2017.

This article includes analysis of the norms of the current legislation, which regulate the right of citizen to choose a doctor and a healthcare organization. The author characterizes the main aspects of this right: its principles, procedures and terms its realization depending on type of medical aid, which is needed for patient, and points up positive consequences of the implementation of this right in practice for the development of the competitive advantage of health care institutions and for the increase of healthcare level for the citizens.

In order to observe the constitutional rights of Russian Federation citizens for free health care rendering, the Federal Fund of Obligatory Health Insurance(OHI) of health service of Russian citizens was created by the resolution of Supreme Soviet of Russian Federation on February,24 1993. According to condition for 2017, 88 territorial Funds of OHI constituted the system of Russian Federation OHI. Budget Founding of Health care of Voronezh region «Voronezh clinical dental health center № 4» is entered on a list of health care organizations, carrying out its activity in the sphere of OHI of Voronezh region. Annually, essential tasks on the size of health care in the frame of Territorial program of OHI, which are given in outpatient conditions, are strictly followed, including the Urgency Dental help office.

The medical significance of movement disorders after stroke is considered. The main tasks of rehabilitation after stroke according to the severity of the patient's condition are presented. The efficacy of neyromidin in the rehabilitation of patients with movement disorders is shown.

This article describes the mechanisms of various immunological reactions of the body, protecting against living bodies and substances that bear the signs of genetically alien information. It is necessary to distinguish non-specific, natural resistance, which is not related to immunological reactions, but is a link with specific immunological mechanisms. In turn, innate immunity includes non-specific species anti-infective resistance, individual immunity of the fetus in intrauterine infection and innate immunity itself. The formation of lymphoid organs contributed to the foundations of noimmediate one is antigen - dependent and antigen-dependent differentiation of T-lymphocytes, which determined the survival of vertebrates. The basis for the security of personal data (PDD) processed in medical information systems (IS) is the high quality of the operation of software information protection systems (PIC) from unauthorized access. Along with the requirement of low resource intensity and high indicators of ease of use, understandability and modifiability, one of the most important characteristics is the reliability of the ISS. At the same time, reliability means the effectiveness of performing protective functions for the required time. To assess this indicator, an analysis was made of the principles of constructing and operating the NTP from NDs used in medical information systems to provide protection (PDN). For the evaluation of the reliability of the CPS, a technique based on the application of the method of direct enumeration of the elements of a software system with a monotonic structure was proposed. A quantitative description of the reliability of the CPS for a composite function of the most general form that reflects the functioning of the system as a whole. In this case, under the refusal of the NPL from the NSD, a state is selected in which the security state of the information is violated. The method allows to obtain, with an acceptable for practical applications, estimates of the reliability of the GIS used in the protection of PDN in medical information systems.

An important stage in building a development strategy in any organization is forecasting. Building a forecast in medicine allows you to visually represent the dynamics of changes in the indicators studied and optimally build personnel management, plan the purchase of medical equipment, medicines in accordance with the needs and taking into account the dynamics of public health.

In the brought article over the results of questionnaire of 104 students are presented 5 and 6 the course, conducted in November - December, 2017 in VSMU the name of N.N.Burdenko. It was educed during work, that in the group of persons more than 3 hours conducting at the computer for certain higher frequency of met of such negative factors, as малоактивный way of life, use of alcohol, smoking, understated self-appraisal, dissatisfaction by the weight (in spite of normal in most cases value of index of body weight). Moreover, majority from them (65,4%) is not counted, that engaging in a physical culture beneficially influence on the state of their health. Probably, as a result of influence of these factors, for students, more than 3 clock in twenty-four hours conducting at the computer, more frequent morbidity of ОРВИ comes to light.

The objective of the paper is reveal and describe the evolution of doctor- public relationship in Russian history of medicine and society. Materials and methods. Lexicographic sources including ethnographic dictionaries and texts containing doctor vocabulary and its derivatives which were analyzed by linguistic techniques supported by description of extralinguistic factors. The authors used a diachronic and environmental approach to indentifying the development of the term doctor at different historic stages. Results. The data of the linguistic and lexicographic analysis demonstrate that the evolution of doctor-public relationship was closely associated with certain historic stages and determined by particular events such as scientific breakthroughs and administrative reforms. The authors have proven that the old Russian word lekar’ and a few other words have been used as invective terms. Conclusion. The evolution of the word doctor has always been associated with the development of the society which has consequently led to the semantic and metaphoric transformations of the inner volume of the word.
